科技企业培育梯次设计与对策研究——基于专精特新企业的启示

Cultivation Echelon Design and Countermeasure Research on Science and Technology Enterprises-Base on the Inspiration of Specialized Special New Enterprises

文章从国内科技企业培育梯次的视角对专精特新企业与高新技术企业间的逻辑关系进行了梳理,认为专精特新企业可以作为高新技术企业后期发展的阶段目标,嵌入科技企业培育梯次中;分析了国内专精特新企业的培育现状,即专精特新企业主要集中于沿海地区和制造业领域,是一个备受资本市场青睐的群体;关于专精特新企业的支持政策虽类型多样,但政策体系有待完善。文章结合企业生命周期和专精特新企业的特征,设计了科技企业培育梯次,并提出了具有针对性的对策建议。

This article sorts out the logical relationship between specialization and new-tech enterprises and high-tech enterprises from the perspective of the echelon of cultivation of domestic science and technology enterprises,it is believed that specialization and special new enterprises can be used as the stage goal of the later development of high-tech enterprises and embedded in the cultivation echelon of high-tech enterprises,analyzed the status quo of the cultivation of domestic specialization and special new enterprises,that is,specialization and special new enterprises are mainly concentrated in coastal areas and manufacturing fields,and they are a group favored by the capital market;Diversified,but the policy system needs to be improved.Combining the characteristics of enterprise life cycle and specialization and new enterprises,the article designs the cultivation echelon of technology enterprises,and puts forward targeted countermeasures and suggestions.
