四川省“十四五”生态环境监测规划的研究

Research on the Ecological Environmental Monitoring Planning of the 14th Five-year Plan in Sichuan Province

在总结“十三五”成效的基础上,分析全省生态环境监测存在的问题。以国家环境监测的顶层设计为蓝本,结合四川省实际情况,从管理体制、评价体系、监测手段和领域、监测网络建设等方面开展相关研究,搭建“十四五”生态环境监测规划构想,提出重点任务范围,为最终服务于人民群众,实现“美丽四川”建设目标奠定基础。

On the basis of summarizing the achievements of the 13 th five-year plan,this paper analyzed the problems existing in the ecological Environmental monitoring in the whole province.Based on the top-level design of the National Environmental Monitoring,in combination with the actual situation in Sichuan Province,relevant research has been carried out from the aspects of management system,evaluation system,monitoring means and fields,monitoring network construction,etc.,build the conception of"the 14 th five-year plan"of Ecological Environmental Monitoring,put forward the scope of key tasks,so as to laid the foundation for the ultimate service to the people and realize the goal of"beautiful Sichuan"construction.
