基于国内外经验总结的中国水利现代化建设建议

Suggestions on China’s Water Conservancy Modernization Construction Based on Domestic And foreign Experience

目的在于借鉴国内外水利现代化建设过程中好的经验和做法,提出我国实现水利现代化的对策建议,促进我国治水理念的转变,加快我国水利现代化建设步伐。利用文献研究法及实证分析法,从国外水利现代化主要特征、国内外水利现代化经验总结等方面进行研究分析。①现代水利是国家经济和社会发展的需要也是水利自身发展的需要,是水利发展的必由之路;②汲取国内外水利现代化发展经验对于发现区域水利发展发展差距,促进区域水利现代化建设步伐,意义重大。加强防洪减灾体系建设,提升水资源保障体系,增强水生态文明体系建设,推进水利信息化和科技创新体系建设,深化水利改革措施,是实现和加快我国水利现代化的有力措施。

The purpose of this paper is to draw lessons from the good experience and practice in the process of water conservancy modernization construction at home and abroad,put forward the countermeasures and suggestions for realizing water conservancy modernization in China,promote the change of water control concept in China,and accelerate the pace of water conservancy modernization construction in China.Literature research method and empirical analysis method were used to study and analyze the main characteristics of foreign water conservancy modernization and the summary of domestic and foreign water conservancy modernization experience.Modern water conservancy is the need of national economic and social development and also the need of water conservancy development itself,and it is the only way of water conservancy development;(2)It is of great significance to draw experience of water conservancy modernization development at home and abroad for discovering the gap of regional water conservancy development and promoting the pace of regional water conservancy modernization construction.Strengthening the construction of flood control and disaster reduction system,improving the water resources guarantee system,enhancing the construction of water ecological civilization system,promoting the construction of water conservancy information and scientific and technological innovation system,and deepening the water conservancy reform are effective measures to realize and accelerate the modernization of water conservancy in China.
