抗战时期陕甘宁边区政府发行建设救国公债的动因及政策解析

抗日战争时期,陕甘宁边区政府为筹措抗日经费、赈灾救灾和发展经济,应对日寇轰炸、国民党经济封锁以及自然灾害造成的资金短缺、财务危机,制定一系列财政政策,发行建设救国公债。发行公债使边区建设有了更多资金,也使陕甘宁边区政府突破了财政的难题,既为党和国家培养了一批经济型人才,同时又大力提升了边区人民的抗战信心,为建国后乃至今天我们党发行相关公债,制定和出台公债政策提供了科学范本,积累了宝贵经验。

During the Anti-Japanese War period,the government of Shaanxi-Gansu-Ningxia border region issue the nation-saving public bonds,dealing with the bombing of Japanese’s army,the economic blockade of KMT and financial crisis caused by natural disaster.The bond is mainly used for raising the anti-Japanese funds,disaster relief and economy.Besides itraised funds for construction and overcame the financial problem.It was not only trained a number of economic talents but also improve people’s confidence in Anti-Japanese War.Moreover,it provides an exemplar for the bond issue of our Party and the formulation of polices about public bonds.
