农地确权、土地流转与农村金融包容性发展——基于CHFS数据的实证研究

Farmland Confirmation,Land Transfer and Inclusive Development of Rural Finance——Empirical Test Based on CHFS Data

利用CHFS数据,采用PSM和CMP等方法实证检验了农地确权和土地流转对农村金融包容性发展的影响。研究发现:(1)农地确权通过促进经营权抵押贷款提高了农户的金融资产可得性,促进了农村金融包容性发展。(2)土地确权促进了土地流转,其中土地转入对农户家庭金融包容指数有显著正向影响,且在农地确权对家庭金融包容指数的影响中具有中介效应;土地转出对农户家庭金融包容指数的影响不显著,且不具有中介效应。(3)家庭总资产、规模化生产和专业化经营的新型农业经营主体、家庭人口教育年限等对农户家庭金融包容指数具有正向影响,但家庭人口年龄的影响为负。建议利用农地确权成果深化农地"三权分置"改革,完善农地产权交易市场,促进土地流转,提高农村金融发展包容性。

Using CHFS data,PSM and CMP methods are used to empirically test the impact of farmland ownership and land transfer on rural financial inclusive development.The results show that:(1)Farmland right confirmation improves the availability of farmers’financial assets and promotes the inclusive development of rural finance by promoting management right mortgage loans.(2)Land ownership promotes land transfer,and land transfer-in has a significant positive impact on household financial inclusion index,and has a mediating effect in the impact of farmland ownership on household financial inclusion index.The impact of farmland transfer-out on the financial inclusion index of rural households is not significant and does not have a mediating effect.(3)The total household assets,the new agricultural operators subject with large-scale production and specialized management,and the educational years of family population have a positive impact on the financial inclusion index of farmers,but the impact of family population age is negative.It is suggested to deepen the reform of farmland’s“separation of three rights”by using the results of farmland rights confirmation,improve the farmland property rights trading market,promote land transfer,and improve the inclusiveness of rural financial development.
