Accelerating the Construction of a New Development Pattern and Path of Transformation and Upgrading of Manufacturing

本文分析了构建新发展格局战略思路的形成过程,评述了新发展格局的主要内涵、政策取向以及构建新发展格局对制造业转型升级的影响,以此为基础,进一步讨论了新发展格局下制造业转型升级路径的选择问题。本文认为,在构建新发展格局的条件下,制造业转型升级的路径需要调整和拓展,主要思路是:以国内大市场为主要导向重构制造业产业链,积极营造有利于自主创新的良好产业生态环境,协调区域布局促进制造业整体高质量发展,优化营商环境增强制造业发展活力和动力,依托“一带一路”倡议提升国际循环水平。调整拓展制造业转型升级路径的理论依据是:体现以国内大循环为主体的新要求,反映国内国际双循环相互促进的新特点,有利于推动制造业高质量发展并带动制造业中高速增长。

This article analyzes the construction process of the strategic thinking of constructing a new development pattern, and reviews the basic meaning and policy orientation of the new development pattern, as well as the impacts of constructing a new development pattern on the transformation and upgrading of the manufacturing.Based on these, the choice of manufacturing transformation and upgrading path is further discussed under the new development pattern. This article holds that the path of manufacturing transformation and upgrading needs to be adjusted and expanded under the conditions of building a new development pattern. The main ideas are as follows:restructuring the manufacturing industry chain with the large domestic market as the main guide, creating a good ecological environment conducive to independent innovation actively, coordinating the regional layout to promote the overall high-quality development of the manufacturing industry, optimizing the business environment and enhancing the vitality and power of the manufacturing’s development, relying on “The Belt and Road” initiative to enhance the level of international circulation. The theoretical bases for adjusting and expanding the transformation and upgrading path of the manufacturing are: reflecting the new requirements of the domestic grand circulation being the mainstay, reflecting the new characteristics of the mutual promotion of the domestic and international double circulation, promoting the high-quality development of the manufacturing and driving the medium-high speed growth.
