社会资本视域下“全民反恐”战略的理论证成与实践优化

Theories and Practice of“National Anti-terrorism”Strategyunder the Perspective of Social Capital

"全民反恐"战略契合"共建共治共享"的治理理念,将社会力量纳入到国家反恐体系之中,力求充分发挥社会力量在国家和社会治理过程中的作用。在新的反恐体系中如何合理配置各参与主体的权利与义务,如何促进民众积极有序参与反恐事务是"全民反恐"战略实施的核心问题,社会资本理论的引入,在理论上可以证实"全民反恐"战略的合法性和合理性,在实践中可以转化为具体的可实现路径。以围绕"信任""网络""制度"建设为核心,着力提升社会资本存量,在厘清反恐体系中各参与主体权利与责任边界的前提下,通过内源培育与外源输入催生社会资本,以形成各参与主体各负其责、彼此信任、相互合作的"全民反恐"格局。

The“national anti-terrorism”strategy conforms to the governance concept of“co-construction,co-governance and sharing”,and integrates social forces into the national anti-terrorism system,trying to give full play to the role of social forces in the process of national and social governance.In the new anti-terrorism system,how to reasonably allocate the rights and obligations of each participation main body,how to promote the public actively and orderly in the transaction are the core issues of implementing“national counter-terrorism strategy”.The introduction of social capital theory can confirm legitimacy and rationality of the strategy of“the national counter-terrorism”,in practice can be converted to a specific path that can be realized.In particular,“trust”,“network”and“system”construction arethree major aspects to improve social capital stock,in clarifying the anti-terrorism system under the premise of the participation subject right and responsibility boundary.Endogenous and exogenous inputs create social capital,eventually forming the participation main body individual,trust each other,mutual cooperation pattern of national counter-terrorism.
