高质量发展下要素价格扭曲对煤炭资源型城市经济增长的影响研究--基于创新的中介效应分析

Research on the Impact of Factor Price Distortion on the Economic Growth of Coal Resource-based Cities under High-quality Development--Analysis of the intermediary effect based on innovation

煤炭资源型城市在发展过程中无法摆脱经济增长波动、资源配置扭曲、创新能力滞后等困境,如何保持资源型经济稳定增长是长久以来亟待解决的难题。选取山西省10个煤炭资源型城市作为研究对象,利用2009—2019年的面板数据测度要素价格扭曲程度,并基于创新的中介作用,研究要素价格扭曲对煤炭资源型城市经济增长的影响。研究发现:煤炭资源型城市要素价格呈现负向扭曲,对城市经济增长具有负面影响,且创新在其中起到部分中介作用,一定程度上缓解要素价格扭曲对于煤炭资源型经济增长的抑制。因此,煤炭资源型城市应当大力提倡创新驱动战略,加快完善要素市场体系,优化政府职能,协调引领资源型经济高质量发展。

During the development process, coal resource-based cities cannot get rid of the difficulties of economic growth fluctuations,distortion of resource allocation, and lagging innovation capabilities. How to maintain the steady growth of resource-based economy is a long-standing problem that needs to be solved. This paper selects 10 coal resource-based cities in Shanxi Province as the research objects, uses panel data from 2009 to 2019 to measure the degree of factor price distortions, and based on the intermediary effect of innovation, studies the impact of factor price distortions on coal resources The impact of economic growth in large-scale cities. The study found that the factor prices of coal resource-based cities are negatively distorted, which has a negative impact on urban economic growth,and innovation plays a part of the intermediary role in it, to a certain extent alleviating the suppression of factor price distortions on coal resource-based economic growth. Therefore, coal resource-based cities should vigorously promote innovation-driven strategies, accelerate the improvement of the factor market system, optimize government functions, and coordinate and lead the high-quality development of the resource-based economy.
