公民政务信息获取权以知情权为基础,具有主观权利和客观秩序价值双重面向。图书馆的服务宗旨与公民信息获取权在客观秩序价值上相一致,以此为基础建立起的政务信息获取体系应当包含行政机关、公民个人和图书馆三方力量,并充分发挥图书馆保障公民政务信息获取权的职能,通过完善图书馆政务信息共享体系形成对政务活动的合力监督。

Citizens'right to obtain government information is based on the right to know,and has both subjective rights and objective order values.The service purpose of the library is consistent with the objective order value of citizens'information right to obtain information.The government information acquisition system established on this basis should include the tripartite power of the administrative agency,individual citizens and the library,and give full play to the library's function to protect citizens'right to obtain government information.The function of the right to obtain information is to form a joint supervision of government affairs by improving the library's government information sharing system.
