在新的时代背景下,我国外贸发展将由"以出口导向为主"的"单循环"向"以国内大循环为主体,国内国际循环相互促进"的"双循环"转变。在"双循环"背景下,我国外贸面临核心技术缺乏、逆全球化兴起、对内开放不足、出口转内销不畅等困境。在"双循环"下实现对外贸易高质量发展的关键在于依托超大规模市场,培育本土"链主";利用内需虹吸效应,集聚全球高级要素;拓展"一带一路"空间,增强国际循环韧性;发挥互联网产业优势,鼓励外贸创新业态;加快体制机制创新,助力外贸高质量发展。

In the new Era,Chinese foreign trade is chang from "single circulation"(export orientation)to a "dual circulation" development pattern that means the transformation to optimum exploitation of domestic market resources as the mainstream with exchanges between the domestic and international one. On the way to realize "dual circulation",Chinese foreign trade faces many challenges,including the absence of core technology,the rise of anti-globalization,the deficiency of internal opening-up,the bad sale of exported goods in the domestic market and so on. For promoting the strategy of "dual circulation",high-quality foreign trade development should focus on five fields:fostering native "governor of local sales chain",gathering global leading expertise through the Siphon Effect of domestic demand,strengthening the stability of international circulation based on Belt and Road Initiative,encouraging innovation of foreign trade patterns with the benefits of internet industry,speeding up the innovation mechanism.
