摘要
采用DEA-Malmquist-Tobit模型,基于2015—2019年安徽省16个城市的面板数据,构建评价指标体系,对安徽省科技创新效率进行静态和动态分析,并对其影响因素进行Tobit回归分析。研究表明:(1)从科技创新的综合效率值来看,安徽省16个地级市的科技创新综合效率具有空间差异性。只有合肥和阜阳两个市连续5年达到了DEA有效状态。(2)从动态发展来看,安徽省大部分城市的科技创新效率在不断提升,发展态势良好。但是有4个城市的科技创新效率在衰退。(3)科技支出占地方财政支出比例、教育支出占地方财政支出比例与安徽省科技创新效率之间成显著的正向相关;外商直接投资占GDP比例与安徽省科技创新效率之间成显著的负向相关。
This paper uses DEA-Malmquist-Tobit model and panel data of 16 cities in Anhui Province from2015 to 2019 to develop an evaluation index system to analyze the efficiency of scientific and technological(S&T)innovation of Anhui Province statically and dynamically. The influencing factors were analyzed by Tobit regression. The results show three findings. First,the efficiency of S&T innovation of 16 cities in Anhui Province differs spatially. Only Hefei and Fuyang cities have achieved DEA efficiency for five consecutive years. Second,the efficiency of S&T innovation in most cities of Anhui province is constantly improving and keeping strong momentum,except for four cities with declining efficiency. Third,the share of spending on science and technology and on education in the local fiscal expenditure is positively correlated with S&T innovation in Anhui Province.And there is a significant negative correlation between the ratio of foreign investment to GDP and the efficiency of S&T innovation in Anhui Province.
