公共图书馆全馆外包模式中的政府管理职能研究

Research on Government Management Function in the Whole Library Outsourcing Mode of the Public Library

选取5家已实施全馆外包的有一定代表性的公共图书馆,从所处区域经济发展情况、全馆外包实施过程、外包实施后的效果等方面进行全面比较分析,从政策法规、监督管理、各方诉求、参与主体以及运行效果等方面对公共图书馆实施全馆外包的现状与存在问题作了分析研究,聚焦全馆外包模式下政府职能部门如何更好履行管理职能,从合理确定外包范围、主动担当管理责任、科学界定管理重点等方面提出了意见与建议。

This paper selects five representative public libraries that have implemented the whole library outsourcing,and makes a comprehensive comparative analysis from the aspects of regional economic development, the whole library outsourcing implementation process and the effect after the outsourcing implementation. This paper analyzes and studies the current situation and existing problems of library wide outsourcing in public libraries from the aspects of policies and regulations, supervision and management, demands of all parties,participants and operation effect. Focusing on how to better perform their management functions under the library wide outsourcing mode by government functional departments, it puts forward opinions and suggestions from the aspects of reasonably determining the outsourcing scope, taking the management responsibility actively and scientifically defining the management focus.
