区县级自然资源信息化建设的瓶颈与突破

Bottleneck and Breakthrough of Information Construction of Natural Resource at District and County Level

国务院机构改革方案实施后,随着各级自然资源部门职责的逐步落实及国土空间规划工作的深入开展,自然资源工作对信息化建设提出了更高的要求。区县级自然资源单位作为重要的城市管理单元,如何在自然资源部信息化建设的总体框架下,充分利用新一代信息技术及市级信息化资源,有效支撑城市的创新发展,如何找到区县级自然资源信息化建设科学推进的方法一直是困扰基层自然资源管理者的难题。本文从自然资源信息化工作实践出发,分析区县级自然资源单位在信息化建设中存在的问题,找出制约其发展的主要瓶颈,提出破解方法和实施路径,可为区县级自然资源管理部门信息化建设提供借鉴和参考。

After the implementation of the institutional reform plan of the State Council,with the gradual implementation of the responsibilities of natural resources departments at all levels and the in-depth development of land and space planning,the work of natural resources has put forward higher requirements for information con‐struction.As an important urban management unit,how to make full use of the new generation of information technology and municipal information resources under the overall framework of information construction of the Ministry of Natural Resources,effectively support the innovative development of the city,and how to find a scien‐tific method to promote the information construction of natural resources at the district and county levels has always been a difficult problem for grass-roots natural resource managers.Starting from the practice of natural resources informatization,this paper analyzes the problems existing in the informatization construction of county-level natural resources units,finds out the main bottlenecks restricting the development,and puts forward the solutions and implementation paths,which can provide reference and reference for the informatization construction of county-level natural resources management departments.
