运用案例分析法等,研究韩国冰雪运动发展经验及对我国的启示。发展经验:多方协同参与的治理体系;强力的推进政策;多样、丰富、合理的资金支持;完善的场馆设施,政府与社会资本合作的运营模式;坚实的国民教育基础,广泛的群众参与;丰富的运动员选材来源,多样化的协同培养方式;全方位的国际交流,深度参与全球治理。启示:完善竞技体育治理体系,创新冰雪运动发展方式;吸引整合资本投入,统筹规划资金分配;科学布局设施建设,倡导政府和社会资本合作运营;夯实冰雪运动国民教育基础,构建多元化选材与培养模式;丰富群众冰雪活动,构建冰雪文化氛围;加强国际交流,全面提升国际影响力和话语权。

By using the method of case analysis,this paper studied the development experience of winter sports in South Korea and its enlightenment to China.The research analyzed development experience as follows:multi-party collaborative governance system,strong promotion policy,diversifi ed,rich and reasonable fi nancial support,perfect sports venues and facilities with the operation mode of government social capital cooperation,solid educational foundation and broad mass participation,rich sources of athlete selection and diversified cooperative training methods,all round international exchanges and in-depth participation in global governance.Enlightenment to China:We should improve the management system of competitive sports and innovate the development mode of winter sports,attract integrated capital investment to make overall planning for capital distribution,scientifically arrange the construction of facilities and advocate the cooperative operation of government and social capital,consolidate the national education foundation of winter sports to build a diversified selection and training mode,enrich people's ice and snow activities to build a cultural atmosphere of winter sports,and strengthen international exchanges to comprehensively enhance international infl uence and voice.
