基于SWOT-SEM的特色小镇建设发展影响因素研究——以青岛西海岸新区海青小镇为例

Research on the influencing factors on the construction and development of characteristic towns based on SWOT-SEM:a case study of Haiqing Town in the Qingdao West Coast New Area

基于乡村振兴战略的“产业兴旺、生态宜居、乡风文明、治理有效、生活富裕”总要求,并借助SWOT方法分析海青小镇发展现状,构建产业发展、环境资源、文化价值、政府支持、人力扶持5个维度建设发展因素指标体系。继而采用结构方程模型(SEM)对因素定量分析,利用各因素的路径系数和路径指向,揭示各因素对特色小镇建设发展水平的影响程度和因素之间的结构关系,识别关键因素,以期为特色小镇全方位发展提供参考。研究结果显示,5类因素对特色小镇建设发展都存在显著正影响,其中,政府支持因素是根本因素,文化价值因素是重要因素,5个维度对应的17个观测因素中关键因素是产业市场前景、生态环境保护、资金制约、地方文化、法律政策、专业人才缺失。

Based on the general requirements of“industrial prosperity,ecological livability,rural civilization,effective governance and rich life”of the Rural Revitalization Strategy,this paper analyzes the development of Haiqing Town by using SWOT,and constructs the development factor index system of five dimensions:industrial development,environmental resources,cultural value,government support and human support.Then,the structural equation model(SEM)is used to analyze the factors quantitatively.The path coefficient and direction of each factor are used to reveal the influence degree of each factor on the construction and development level of the characteristic town and the structural relationship between the factors,and to identify the key factors,so as to provide reference for the overall development of the characteristic town.The results show that the five factors have a significant positive impact on the construction and development of characteristic towns.Among them,the government support factor is the fundamental factor,the cultural value factor is an important factor,and among the 17 observation factors of the five dimensions,the key factors are the prospect of industrial market,the protection of ecological environment,capital constraints,local culture,legal policies,and the lack of professional talents.
