国土空间规划视角下殡葬设施规划初探——以青岛西海岸新区为例

A preliminary exploration of funeral facilities planning from the perspective of land space planning:a case study of the Qingdao West Coast New Area

殡葬设施是处理遗体或骨灰、满足人们殡葬活动所建立的建筑和场所,其布局规划是否合理对新时期国土空间规划的空间格局影响很大。传统的殡葬设施布局与城市建设、生态保护之间的矛盾日益激化,以西海岸新区为例,探讨了新时期国土空间发展要求下国家级新区殡葬设施空间布局规划的相关实践,运用底线管控、用户思维、全要素统筹等方法,协调各类资源,切实解决殡葬设施用地困境,避免人地矛盾激化,促进殡葬设施建设与城市发展、生态保护相协调,以期能为相关规划研究和规划编制提供参考。

As a place to deal with the remains or ashes,to meet people′s demand for funeral activities,the rationality of the layout planning of funeral facilities has a great influence on the spatial pattern as regards land spatial planning in the new era.The contradiction between the layout of traditional funeral facilities and urban construction and ecological protection is becoming more and more intense.Taking the Qingdao West Coast New Area as an example,this paper discusses the relevant practice of planning the spatial layout of the funeral facilities of the national new district under the requirements of the development of land and space in the new era.Using such methods of bottom line control,user thinking,and all-element co-ordination,all possible resources are coordinated,the dilemma of location of funeral facilities is resolved.This study avoids the intensification of human and land conflicts,and promotes the coordination of funeral facilities construction with urban development and ecological protection,so as to provide reference for relevant planning and its research.
