欧盟农业资源台账建设及对中国的启示

Agriculture Resource Statistics in European Union and Its Enlightenments to China

欧盟农业面积占其总面积的47%,农业预算约占欧盟预算的40%。欧盟农业资源台账建设的主要内容包括农业、林业、渔业统计和农业环境指标统计。这些统计数据能够有效地支持农业相关领域的决策和政策设计、实施、监测和评估,例如为共同农业政策、气候变化和环境政策等的制定提供了参考依据,同时也为欧盟“欧洲绿色协议”中的“从餐桌到农场/可持续食品系统”和“为人民服务的经济”提供现代化的农业统计数据。在概述欧盟农业资源台账建设的政策、内容和数据来源的基础上,提出了推动中国农业资源台账建设的建议。

The agricultural area of the EU accounts for 47%of its total area,and the agricultural budget accounts for roughly 40%of the EU budget.The main contents of EU agricultural resource accounting system construction include agriculture,forestry and fishery statistics and agri-environmental indicators.These statistics can effectively support decision-making and policy design,implementation,monitoring and evaluation in agriculture related fields,for example,the statistics provide reference basis for the formulation of Common Agricultural Policy,climate change and environmental policy,at the same time,they also provide modern agricultural statistic data for"Farm to Fork strategy"and"An economy that works for people"in European Green Deal.Based on briefly summarizing the policies,details and data sources of the EU agricultural resource accounting system,some suggestions for the construction of Chinese agricultural resource accounting system were put forward.
