天津市水产种业自主创新现状与展望

Status Quo of Independent Innovation of Aquatic Seed Industry in Tianjin and Its Outlook

天津拥有多样化的水域资源,多年来借助良好的自然条件,基本实现了水产种业的稳步发展。近年来为做大做强现代渔业,天津市政府大力支持水产种业自主创新发展。结合对8家代表性单位的调研情况,分析了天津市水产种业自主创新在政策制度、科研力量、良种供应能力、优良苗种选育生产方面,以及水产种业企业在自主创新基本情况、创新资源条件、创新成效、单位未来发展等方面的发展现状,发现天津水产种业发展存在技术水平滞后、科研经费缺乏、科研领军人才不足、选育品种类别失衡等问题。基于此,提出推动天津水产种业自主创新发展,需坚持生态安全优先,构建以产业为主导、企业为主体、基地为依托、产学研相结合的育繁推一体化现代水产种业自主创新体系。最后,对天津水产种业自主创新未来发展前景进行了展望。

Tianjin has a variety of water resources,for many years with the help of good natural conditions,it basically has realized the steady development of aquatic seed industry.In recent years,in order to make the modern fishery bigger and stronger,the government strongly supports the independent innovation and development of aquatic seed industry.Based on the investigation of 8 representative units,the independent innovation of aquatic seed industry in Tianjin were summarized from the aspects of policy system,scientific research force,improved seed supply capacity,excellent seed selection and production,as well as the basic situation of independent innovation,innovation resources conditions,innovation results,the future development of the unit and so on.It was found that there are some problems in the development of aquatic seed industry in Tianjin,such as the lag of technical level,the lack of scientific research funds,the shortage of leading scientific research personnel and the imbalance of breeding varieties.Based on this,it was suggested that the production safety should be the priority to promote the development of aquatic seed industry independent innovation in Tianjin,and an independent innovation system of modern aquatic seed industry should be established with industry as the leading role,enterprises as the main body,bases as the support,and combination of production,teaching and research.Finally,the prospect of the development of aquatic seed industry independent innovation in Tianjin was forecasted.
