“十四五”规划政策背景下北京鸭地理标志发展分析

Analysis of Beijing Duck Geographical Indication Development under the Background of the 14th Five-Year Plan Policy

发展农产品地理标志有利于保护农民知识产权,促进农产品质量标准化、产业化发展以及增加农民经济收入,并可以提高农产品国际竞争力。北京鸭是北京地理标志农产品仅有的两项畜禽产品之一,是北京人的骄傲。在“十四五”政策背景下,在环保、城市建设、疏解北京非首都功能等大形势下,北京鸭产地和数量迅速下降,下降达90%以上,未来5年如何在京郊大地有限的土地资源上更好地发展北京鸭,以及如何发挥好地理标志的作用等,迫切需要思考和解决。基于此,提出了推动北京鸭地理标志发展的对策建议,亦即将原畜牧用地部分恢复用于北京市家禽特色品牌畜牧设施用地,将北京市生态林充分利用起来,注重生态效益的同时,增加经济效益,适当开展林下养殖,增加北京鸭的养殖数量。

The development of geographical indications of agricultural products is beneficial to protect farmers’intellectual property rights,promote the quality standardization and industrialization of agricultural products,increase farmers’economic income,and improve the international competitiveness of agricultural products.Beijing duck is one of the only two livestock and poultry products of Beijing geographical indication agricultural products,and it is the pride of Beijing people.Under the policy background of the 14 th Five-Year Plan,under the circumstances of environmental protection,urban construction,and removing Beijing’s non-capital functions,the production area and quantity of Beijing ducks have rapidly decreased by more than 90%.How to better develop Beijing duck in the next 5 years on the limited land resources of suburban Beijing and how to make good use of geographical indication,these problems urgently need people to think about and solve.Based on this,countermeasures and suggestions on promoting the development of Beijing duck geographical indications were put forward,that is,restoring part original land for animal husbandry to be used as the land for animal husbandry facilities of Beijing poultry brand,making full use of the ecological forest in Beijing,paying attention to ecological benefits,increasing economic benefits,appropriately carrying out under-forest breeding and increasing the number of duck breeding.
