科技特派员需求与发展策略分析——基于北京市调研数据

Analysis on Demand and Development Strategy of Sci-tech Special Commissioners——Based on the Survey Data of Beijing

科技特派员制度实施20余年来,中国对新时期科技特派员工作开展也提出了更高的要求,提出要深入实施创新驱动发展战略,壮大科技特派员队伍,完善科技特派员制度,重点围绕科技特派员创业和服务过程中的关键环节和现实需求,引导地方政府和社会力量加大投入力量,为科技特派员农村科技创业提供技术支撑。因此,开展科技特派员现实需求与发展策略方面的研究尤为必要。以北京市为例,通过问卷调查,明确了当前北京科技特派员在农村创业和科技服务过程中存在的问题及现实需求,并提出了进一步完善科技特派员制度建设的对策建议。

Over the past 20 years since the implementation of the system of science and technology commissioners,China has also set higher requirements for the work of scientific and technological special commissioners in the new era,proposed to further implement the strategy of innovation driven development,strengthen the ranks of sci-tech special commissioners,improve the system of sci-tech special commissioners,focus on the key links and the reality needs in the process of business and service of sci-tech special commissioners,and guide the local government and social force to increase investment and provide technical support for the science and technology business of sci-tech special commissioners in rural areas.Therefore,it is necessary to carry out the research on the practical needs and system construction of science and technology commissioners.Taking Beijing as an example,through the questionnaire survey,the existing problems and practical needs of Beijing science and technology commissioners in the process of rural entrepreneurship and science and technology services were clarified,and countermeasures and suggestions were put forward to further improve the system construction of science and technology commissioners.
