中国共产党的发展价值观新探——学习党的十九届五中、六中全会精神的体会

A New Probe into the Development Values of the Communist Party of China——Learning the spirit of the Fifth and Sixth Plenary Sessions of the Nineteenth Central Committee of the Communist Party of China

发展价值观是人们对于发展与人之间价值关系的根本观点和总的看法,涉及发展的价值内涵、价值主体、价值创造及价值评价等方面。党的十九届五中全会通过的《中共中央关于制定国民经济和社会发展第十四个五年规划和二〇三五年远景目标的建议》和党的十九届六中全会通过的《中共中央关于党的百年奋斗重大成就和历史经验的决议》对这些问题作了回答。新发展理念彰显了发展的科学内涵和价值取向,而以人民为中心的发展思想则揭示了发展的价值主体。对于价值创造,必须注重创新性发展,依靠人才与科技为发展提供新价值;必须注重协调性发展,树立大局意识,坚持统筹兼顾;必须注重绿色发展,坚持“两山”理念,促进人与自然和谐共生;必须注重开放性发展,推动更高水平发展,构建新发展格局;必须注重共享性发展,推动实现全民共享、全面共享、共建共享、渐进共享。为实现新时代党的发展价值目标开拓新思路,形成党对于实现发展价值的途径、方法、条件及格局的新认识。

Development values are people's fundamental and general views on the value relationship between development and people,involving the value connotation of development,the subject of value,value creation and value evaluation.The"Proposals of the Central Committee of the Communist Party of China on Formulating the Fourteenth Five-Year Plan for National Economic and Social Development and the Long-term Goals for 2035"adopted by the Fifth Plenary Session of the 19th Central Committee of the Communist Party of China and the Sixth Plenary Session of the 19th Central Committee of the Communist Party of China adopted The Resolution of the Central Committee of the Communist Party of China on the Party's Major Achievements and Historical Experience in a Century of Struggle answers these four questions.The new development concept highlights the scientific connotation and value orientation of development,while the people-centered development thought reveals the main body of development value.For value creation,we must focus on innovative development,relying on talents and technology to provide new value for development;we must focus on coordinated development,establish a sense of the overall situation,and insist on overall planning;we must focus on green development,adhere to the concept of"two mountains",and promote man and nature Harmonious symbiosis;we must focus on open development,promote higher-level development,and build a new development pattern;we must focus on shared development,and promote the realization of universal sharing,comprehensive sharing,co-construction sharing,and gradual sharing.To develop new ideas for realizing the party's development value goals in the new era,and to form a new understanding of the party's ways,methods,conditions,and patterns for realizing development values.
