摘要
基于韧性城市理论,采用层次分析法结合专家调查法构建上海城市区域韧性评价指标体系,包括灾前预防、临灾准备、灾中应急和灾后恢复4个一级指标和从经济韧性、基础设施韧性、社会韧性、组织制度韧性构建的22个二级指标。结果表明:上海城市区域韧性整体呈现中部市区较高,周边郊区较低的空间格局;黄浦区、徐汇区韧性最高,奉贤、崇明和青浦韧性最低;中心市区与周边郊区之间存在较大差异;上海灾后恢复阶段韧性水平最高,灾中应急和临灾准备阶段韧性最差。
Based on the theory of resilient city,we constructed an regional resilience evaluation index system of the urban areas in shanghai by using the hierarchical analysis method combined with the expert survey method.This system includes four primary indicators,such as pre-disaster prevention,disaster preparedness,emergency response and post-disaster recovery,and 22 secondary indicators constructed from economic resilience,infrastructure resilience,social resilience,and organizationalinstitutional resilience.The results show that the overall resilience of the urban areas in shanghai shows a spatial pattern of higher resilience in the central urban area and lower resilience in the surrounding suburbs.The resilience of Huangpu and Xuhui districts are the higest,while that of Fengxian,Chongming and Qingpu are the lowest.In Shanghai,the resilience is highest in the post-disaster recovery phase while it’s lowest in the emergency and disaster preparedness phases.
