乡村振兴战略下基本养老保险制度城乡融合路径研究

在加速老龄化趋势下,农村老龄化现象相对城镇更为凸显,农村居民基本养老保险的缴费率较低,替代率约占国际警戒线水平的1/5,严重制约了乡村经济和社会的健康发展。城乡分割是农村居民基本养老保险制度"失灵"的根本原因。本文运用制度演进和路径依赖方法,剖析基本养老保险制度城乡融合的必要性、根结及其可行性,研究乡村振兴背景下完善基本养老保险制度的城乡融合路径,即从名义保障水平相同向实际保障水平相同过渡,优化城乡融合的渐进式路径设计,力图匡正城乡居民基本养老保险的制度"失灵",让农村居民享受到公平公正可持续的基本养老保险待遇,助推乡村振兴战略早日实现。

Under the trend of accelerating aging the phenomenon of aging in rural areas is more prominent than that in urban areas, whose contribution rate of basic old-age insurance for rural residents is relatively low and the replacement rate accounts for about 1/5 of the international alert level, which seriously restricts the realization of rural revitalization strategy. Urban-rural division is the root cause of the "failure" of the basic old-age insurance system for rural residents. This article researches how to improve integration path of the basic old-age insurance system of urban and rural under the background of the country revitalization by utilizing the method of system evolution and path dependence and analyzes the necessity, root knot and its feasibility of the basic endowment insurance system for urban and rural, optimizing the integration path design of the urban and rural integration by the transition from the name same to the actual same in security level, so as to correct the "failure" of basic endowment insurance system for urban and rural residents, make rural residents enjoy treatment of primary endowment insurance in fair and sustainable, and promote rural revitalization strategy as soon as possible.
