城乡治理变革背景下总规划师制度创新与嘉兴实践

INNOVATION ON THE CITY CHIEF PLANNER SYSTEM AND JIAXING PRACTICE IN THE BACKGROUND OF EVOLVING URBAN-RURAL GOVERNANCE

1引言随着新时期我国的社会经济发展由高速增长阶段转向高质量发展阶段,我国城市治理体系和治理能力提升建设也进入新的转折期。目前,我国城市发展面临诸多治理问题,如编制管理割裂、管理人员不足、行政管理条线横向联系弱等。在城市高质量发展的要求下,要探寻城市治理新思路,推动城市管理手段、管理模式、管理理念创新,提升规划建设管理水平。

1.Introduction As China’s social and economic development in the new era has changed from a high-speed growth stage to a high-quality development stage,the improvement and construction of China’s urban governance system and governance capacity have also entered a new turning period.At present,China’s urban development is facing many governance problems,such as the separation of staffing management,the shortage of managers,the weak horizontal connection of administrative lines and so on.Under the requirements of high-quality urban development,we should explore new ideas of urban governance,promote the innovation of urban management means,management mode and management concept,and improve the management level of planning and construction.The CPC Central Committee has put forward requirements for urban governance,such as systematic governance,governance according to law,governance at the source and comprehensive policy implementation[1].
