天基预警下反导作战能力评估指标体系研究

Research on the Evaluation Index System of Anti-missile Operation Capability with Space-based Early-warnings

要实现对反导作战能力的有效评估,必须建立科学合理的评估指标体系。回顾了天基预警下反导作战的典型场景和鲜明特点,强调了评估指标的建立原则。建立了反导作战能力评估指标体系,其中,一级指标由天基预警能力、跟踪测量能力、指挥控制与作战管理能力和火力拦截能力组成。根据作战要素分解,实现了多级指标扩展。指标体系中既有系统效能的静态指标,也包含作战效能方面的动态指标,可用于反导作战的时效性评估。从建立评估模板的角度探讨了指标体系的运用方法。相关结论可为反导作战能力的有效评估提供有益参考。

In order to make an effective evaluation on the anti-missile operation capability,scientific and rational evaluation index system should be established.The typical scenario of anti-missile operation and destinctive features with space-based early-warnings are reviewed,the principles of establishing evaluation indexes are emphasized,and the evaluation index system for anti-missile operation is constructed.Levelone index is composed of space-based early-warning capability,tracking&measurement capability,command&control and battle management capability and firepower interception capability.According to operation element decomposition,multi-levels index extension is realized.This index system not only includes the static indexes for the system effectiveness,but also includes the dynamic indexes for fighting efficiency,which are applicable to evaluate the timeliness of anti-missile operation.The methods of application of the index system are discussed form the aspect of building the methodology of evaluation template.The relevant conclusions are expected to provide some useful references for the effective evaluation of anti-missile operation capability.
