节约资源和减少碳排放两者相辅相成、互为一体,都是应对全球气候变化、加强生态环境保护、建设美丽中国的必然要求。在碳达峰目标和碳中和愿景的实现过程中离不开能源政策的规划与调整,节能管理作为能源政策的重要载体和主要落实手段,必然要在碳达峰碳中和中占据一席之地。该文在全面、细致地分析节能管理的性质、内容和作用的基础上,系统地介绍了节能管理与碳达峰碳中和的关系,并对充分发挥节能管理效用提出相关建议,以期对碳达峰碳中和目标的实现有所增益。

Saving resources and reducing carbon emissions complement each other and are integrated with each other.They are the inevitable requirements for coping with global climate change,strengthening ecological and environmental protection and building a beautiful China.In the process of realizing the goal of carbon peak and the vision of carbon neutrality,it is inseparable from the planning and adjustment of energy policy.As an important carrier and main implementation means of energy policy,energy conservation management is bound to occupy a place in carbon peak and carbon neutrality.Based on a comprehensive and detailed analysis of the nature,content and role of energy-saving management,this paper systematically introduces the relationship between energy-saving manage-ment and carbon peak carbon neutrality and puts forward relevant suggestions on giving full play to the effectiveness of energy-saving management,in order to gain some benefits for the realization of carbon peak carbon neutrality goal.
