To accelerate the work of energy conservation and emission reduction,fully grasp the energy consumption status and energy utilization level of public institutions and establishment of a perfect opera-tion procedure and energy statistics system for government contracted energy management projects are needed.Through the detection and verification of the physical and financial processes of energy use in public institutions,the energy consumption system is comprehensively and deeply analyzed and evaluated and a detailed comprehensive energy audit is carried out to find feasible energy-saving projects.The author puts forward the energy-saving technical transformation scheme,evaluates the scheme economi-cally,technically and environmentally and implements the contract energy management of public institu-tions.
