新基建背景下详规层面的智慧城市 专项规划路径探讨

Discussion on the Path of Smart City Special Planning at the Level of Detailed Planning Under the Background of New Infrastructure Construction

文章从新基建内涵出发,首先梳理其与智慧城市规划的关系,其次提出新时期下智慧城市规划应以新基建为设施基础和重点任务,形成总体规划框架;最后探讨了一种详规层面的智慧城市专项规划的路径方法,即首先确立智慧城市的规划目标,再从基础设施、信息系统、产业发展和空间场景等方面谋划与新基建相融合的智慧城市规划策略,最后建立健全实施与保障机制。

Starting from the connotation of new infrastructure construction,this paper first combs the relationship between new infrastructure and smart city planning,and then proposes that new infrastructure should be taken as the infrastructure and key task of smart city planning in the new era to form the overall planning framework;Finally,it discusses a path method of smart city special planning at the level of detailed planning,that is,the planning objectives of smart city should be established first,then smart city planning strategies integrated with new infrastructure should be planned from the aspects of infrastructure,information system,industrial development and spatial scene,and finally the implementation and guarantee mechanism should be established and improved.
