摘要
创新为城市产业的转型和发展提供核心动力,新兴产业集群需要新的空间布局,从而刺激城市空间更迭升级,新型产业用地应运而生。为扶持创新产业,其享有“成本低、容量高、功能混合”的政策发展红利,但是过快的市场化与较落后的政策之间造成政府、市场和社会等多方主体失衡,产业用地配套供给和需求之间也出现断裂。文章从创新产业发展的实际需求出发,总结典型地方实践经验,对“供前、供时、供后”土地供给全生命周期环节提出相应建议,为未来新型产业用地的供应和管理提供借鉴。
Innovation provides the core power for the transformation and development of urban industry,and new industrial clusters need new spatial layout,which stimulates the transformation and upgrading of urban space,and then,new industrial land comes into being.In order to support innovative industries,they enjoy the policy development dividend of“low cost,high capacity and mixed function.”However,the excessive marketization and relatively backward policies lead to the imbalance between government,market and society,and there is also a rupture between the supply and demand of industrial land.Starting from the actual demand of innovation industry development,this paper summarizes the practical experience of typical places,and puts forward corresponding suggestions for the whole life cycle of land supply"before,during and after supply",so as to provide reference for the supply and management of new industrial land in the future.
