摘要
抽水蓄能是当前技术最成熟、经济性最优、最具大规模开发条件的电力系统绿色、低碳、清洁、灵活调节电源,与风电、太阳能发电、核电、火电等配合效果较好。为贯彻落实“碳达峰、碳中和”自主贡献目标,2021年9月,国家能源局印发《抽水蓄能中长期发展规划(2021~2035年)》。本文在综合研判抽水蓄能发展形势的基础上,研究了抽水蓄能电站在新型电力系统中的功能和定位,分析了抽水蓄能发展基础条件,并提出了促进抽水蓄能发展的意见和建议。
Pumped storage is the green,low-carbon,clean,and flexible power supply for power systems with the most mature technology,the most economical,and the most large-scale development conditions.It works well with wind power,solar power,nuclear power,and thermal power.In order to implement the goal of carbon peak and carbon neutral independent contribution,in September 2021,the National Energy Administration issued the"Mid-term and Long-term Development Plan for Pumped Storage(2021-2035)".Based on a comprehensive analysis of the development situation of pumped storage,this paper studies the function and positioning of pumped storage power plants in the new power system,analyzes the development conditions of pumped storage,and puts forward opinions and suggestions on promoting the development of pumped storage.
