生态保护红线管控政策框架研究--以宁夏为例

Ecological conservation redlines management and control policy framework-Case study on Ningxia Hui Autonomous Region

生态保护红线是国家生态安全的底线和生命线。生态保护红线划是基础,守是关键。科学有效的生态保护红线管控政策框架是保障生态保护红线持续、稳定发挥生态系统服务功能的重要基础。宁夏是我国“两屏三带”生态安全战略格局中“黄土高原-川滇生态屏障”和“北方防沙带”的重要组成部分,对保障黄河上中游及西北地区生态安全具有重要作用,因此,建立一套完善的生态保护红线管控政策框架是宁夏生态保护的迫切需要。围绕生态保护红线“功能不降低、面积不减少、性质不改变”管控目标,发现现行管控体系存在的问题,并提出“地方立法—监管制度—保障机制”的宁夏生态保护红线管控政策框架,为严守宁夏生态保护红线提供科学依据。

Ecological conservation redlines(ECR)is the bottom line and lifeline of national ecological security.Drawing of the ecological conservation redlines is the foundation,and protection is the key.A scientific and effective ecological conservation redlines management and control policy framework is an significant foundation for ensuring the sustainable and stable performance of the ecological protection red line in ecosystem services.Ningxia is an important part of China's“two barriers and three belts”ecological security strategic pattern.It plays an essential role in safeguarding the ecological security of the upper and middle reaches of the Yellow River,Northwest China.Therefore,the establishment of a comprehensive ecological conservation redlines management and control policy framework is urgently needed for ecological protection in Ningxia.With focusing on the management and control goal of“no reduction in functions,no reduction in area,no change in nature”of ecological conservation redlines,the article discovered the gaps and problems between the current control system and the national requirements for strict adherence to the ecological conservation redlines,and proposed an ecological conservation redlines management and policy framework about“local legislative-supervision system-Guarantee mechanism”in Ningxia,which provided management support for the implementation of the ecological conservation redlines in Ningxia.
