Suggestions on the Yellow River ecological protection and restoration legislation

在深入分析现有法律法规基础上,针对黄河流域水生态系统完整性受损、上游地区天然草地湿地功能下降、中游地区水土流失严重、下游滩区历史遗留问题多、河口三角洲湿地萎缩严重等突出生态问题,研究提出黄河流域生态保护修复的立法建议,包括推进流域水生态系统整体保护修复、分区分类实施退化区域修复治理、加强全流域生态保护修复监管。

Based on in-depth analysis of existing laws and regulations,aiming at prominent ecological problems in the Yellow River Basin such as the damage to the integrity of the water ecosystem,the decline of natural grass wetland functions in the upper reaches,the serious soil erosion in the middle reaches,the many historical problems in the downstream beach areas,and the serious shrinking of wetlands in the estuary delta,legislative suggestions for the ecological protection and restoration of the Yellow River Basin was put forward,including promoting the overall protection and restoration of the water ecosystem in the river basin,implementing the restoration and management of degraded areas by zoning and classification,and strengthening the supervision of ecological protection and restoration in the whole river basin.
