摘要
根据第二次污染源普查及环境统计等数据,以2010—2019年为研究范围,采用排放因子法研究了“洋垃圾”禁令实施前后我国进口废铜冶炼生产活动导致的主要有害重金属As、Pb的大气排放强度及其分布特征,并建立了不同时间、不同省份的废铜冶炼工艺大气污染物排放清单。结果表明:2010—2017年我国进口废铜冶炼废气中As、Pb的排放量比较稳定,As的排放量为1626.52~2190.16 kg,Pb的排放量为2247.08~3025.75 kg;受“洋垃圾”禁令的影响,2018年后进口废铜冶炼废气中As、Pb的排放量削减明显,并于2019年底趋向“零排放”;废铜冶炼废气中As和Pb排放最主要的省份是广东和浙江,其排放总量均占全国排放量的80%以上。研究结果为我国废铜冶炼行业大气污染源监管、缓解“洋垃圾”禁令实施后的多边协定履约风险提供科学依据和方法支撑。
According to the second pollution source survey and environmental statistics and other data,with 2010—2019 as the research scope,the emission factor method was adopted to study the main harmful heavy metals As and Pb caused by the import of copper scrap smelting and production activities in China before and after the implementation of the“foreign garbage”ban.The atmospheric emission intensity and its distribution characteristics of the country,and established a list of air pollutant emissions from the scrap copper smelting process at different times and in different provinces.The results show that the emissions of As and Pb in China's imported waste copper smelting waste gas from 2010 to 2017 were relatively stable.The emissions of As were 1626.52~2190.16 kg,and the emissions of Pb were 2247.08~3025.75 kg.As a result of the ban,after 2018,the emissions of As and Pb in imported waste copper smelting waste gas have been significantly reduced,and will tend to be“zero emissions”at the end of 2019;the provinces with the most As and Pb emissions in waste copper smelting waste gas are Guangdong and Zhejiang.Its total emissions account for more than 80%of the national emissions.The research results provide scientific basis and method support for the supervision of air pollution sources in China's scrap copper smelting industry and the mitigation of the risk of multilateral agreement performance after the implementation of the“foreign garbage”ban.
