人民法院在法治化营商环境建设中发挥执行职能作用研究

Research on the role of executive function that people’s courts play in the construction of business environment under the rule of law

加强法治化营商环境建设是辽宁省委贯彻落实习近平总书记关于营商环境建设重要指示精神,实现辽宁全面振兴全方位振兴的重要举措和突破点。作为推进法治化营商环境建设的主力军,人民法院应当充分发挥司法裁判的规范、引领和保障作用。执行工作作为人民法院工作的重要组成部分,责任重大、任务艰巨。目前,人民法院执行工作还存在着理念不牢、联动不畅、质效不高、力量较弱等问题。因此,需要建立健全执行难综合治理、源头治理机制,深入推进执行工作改革,完善长效机制,不断提高执行质效,助推人民法院在法治化营商环境建设中更好地发挥执行职能。

Strengthening the construction of a business environment under the rule of law is an important measure and breakthrough point for the Liaoning Provincial Party Committee to implement the spirit of General Secretary Jinping’s important instructions on the construction of the business environment,and to realize the comprehensive revitalization of Liaoning.As the main force in advancing the construction of a business environment under the rule of law,the people’s courts should give full play to the normative,leading and safeguarding role of judicial decisions.As an important part of the work of the people’s courts,execution work has heavy responsibilities and arduous tasks.At present,there are still problems in the execution work of the people’s courts,such as weak concepts,poor linkage,low quality and efficiency,and weak strength.Therefore,it is necessary to establish and improve the comprehensive management of implementation difficulties and source governance mechanisms,deepen the reform of execution work,improve the long-term mechanism,and continuously improve the quality and efficiency of execution,so as to help the people’s courts to better perform their executive functions in the construction of business environment under the rule of law.
