基于第二次全国污染源普查建设环境管理综合决策平台的思考

Construction of Integrated Environmental Decision-making Platform for Environmental Management Based on Second National Pollution Source Survey

为避免第二次全国污染源普查出现成果数据无法实时动态更新和难以应用于环境管理实践等问题,提出建设环境管理综合决策平台,实现污染源普查成果与现有分散的环境管理信息有效链接,打通数据壁垒,实现数据并联更新。通过分析平台建设所遇的难点,提出了污染源信息采集和环境空间数据等核心模块的建设方案,并对应用场景进行了展望。

In order to avoid the problems of the second national pollution source census that the result data cannot be updated dynamically in real time and difficult to be applied in environmental management practice,a comprehensive decision-making platform for environmental management is proposed to build to realize the effective link between the pollution source census results and the information of existing scattered environmental management platforms,break the data barriers,and realize the parallel updating of data.By analyzing the difficulties encountered in the construction of the platform,the construction plan of core modules such as pollution source information collection and environmental spatial data is proposed,and the application scenarios of the platform are prospected.
