PPP模式下建设工程材料设备询价机制初探

Preliminary Study on the Inquiry Mechanism of Construction Material and Equipment Based on PPP Mode

在工程建设过程中,材料设备的费用通常占工程造价的比重较大且新型材料设备的不断涌现使得询价采购金额占用资金投资的比例逐年增高,对工程造价的确定与控制起到了决定性的作用。长期以来,由于缺乏信息价,工程建设只能通过询价方式确定材料设备的费用,导致在材料设备询价采购工作中出现了诸多问题。为解决PPP模式下建设工程材料设备询价采购过程中面临的询价难、定价乱等一系列难题,阐述了如何参考其他地区工程建设项目的询价机制、为解决某市水环境综合整治项目的询价采购问题提供参考的过程。

Construction material and equipment usually accounts for a large proportion of the project cost,and the continuous emergence of new material and equipment has increased year by year the proportion of purchase amount in the total capital investment,which plays a decisive role in determining and controlling the project cost.However,due to lack of price information in a long time,material and equipment price must be determined through inquiry,and many problems have arisen in the procurement of materials and equipment.In order to cope with a series of difficulties such as insufficient inquiry sources and mispricing in the process of inquiry and purchase of construction materials and equipment under the PPP mode,this paper expounds the inquiry mechanism of a comprehensive water environment remediation project in a certain city with references to the inquiry mechanism of projects in other regions.
