摘要
以交通为导向的发展(TOD)的概念诞生于20世纪90年代初的美国,随着城市化的快速推进在世界范围内获得了广泛应用。本文将简要介绍以交通为导向的发展模式含义,论述其发展历程及在我国的应用研究,分析了TOD在多国的发展情况,辩证地分析了TOD模式的利弊,旨在明晰TOD的概念如何致力于我国城市和交通规划的整合。最后文章提出了将政策、理念、关系和过程付诸实践是成功实施TOD重要环节,这个过程需要多方参与合作,包括政策的支持、交通与土地的一体化发展以及公众参与等。
Since the term was coined in the United States in the early 1990s,the concept of transport-oriented development(TOD)has gained use worldwide.This paper will briefly introduce the meaning of transportation-oriented development mode,discuss its development history and application research in China,analyse the development situation of TOD in many countries,dialectically analyze the advantages and disadvantages of TOD mode,in order to clarify how TOD concept is committed to the integration of Urban and transportation planning in China.Finally,the paper points out that putting policies,concepts,relationships and processes into practice is an important step in the successful implementation of TOD.This process requires multi-party participation and cooperation,including policy support,integrated development of transport and land,and public participation.
