川滇黔交界地区5城市卫生人力资源现状与对策研究 被引量:2

Current Situation and Countermeasure Research of Health Human Resources in Five Cities in the Border Area of Sichuan, Yunnan and Guizhou

摘要 目的:通过对川滇黔交界地区卫生人力资源现状的分析,探索该地区卫生人力资源协同发展的对策。方法:采用数理方法对2014—2016年川滇黔交界地区5城市卫生技术人员总量、结构、分布密度及其变化情况进行比较,应用协同理论对存在问题加以分析。结果:2014—2016年,宜宾市、泸州市、六盘水市和毕节市卫生技术人员总量分别从2.21万人、2.12万人、1.24万人和2.43万人,增加到2.47万人、2.29万人、1.43万人和2.77万人,昭通市从2015年的1.91万人增加到2016年的2.13万人;5城市的执业(助理)医师人数、注册护士人数和医护比,卫生技术人员、执业(助理)医师和注册护士密度指数均呈逐年上涨的趋势。但总的来看,5城市卫生人力资源缺口较大,区域卫生人力资源配置差异较大,医护比失调仍旧严重。结论:为促进川滇黔交界地区卫生人力资源建设和卫生事业发展,5城市应确立卫生人力资源协同发展的有效机制、建立卫生人力资源预测机制、完善卫生人才培养和卫生人才引进与流动机制。 OBJECTIVE Through the investigation and analysis of the current situation of health human resources in the border areas of Sichuan, Yunnan and Guizhou provinces, It was to explore the Countermeasures for the coordinated development of health human resources in the area. METHODS The total quantity, structure, distribution density and changes of health technicians in five cities in the border area of Sichuan, Yunnan and Guizhou provinces during the three years from 2014 to 2016 were analyzed and compared by mathematical and physical methods, and the existing problems were deeply analyzed by using synergetic theory. RESULTS From 2014 to 2016, the total number of health technicians in Yibin, Luzhou, Liupanshui and Bijie increased from 22 100, 21200, 12 400 and 24 300 to 24 700, 22 900, 14 300 and 27 700, respectively, while Zhaotong increased from 19 100 in 2015 to 21300 in 2016. The number of practicing(assistant) doctors, registered nurses and nurses, the number of health technicians and the density index in five cities were also increasing year by year. On the whole, the overall gap of health human resources was large, the imbalance of health care ratio was still serious, and the regional differences of health human resources allocation were large. CONCLUSION In order to accelerate the coordinated development of health human resources and promote the development of health and social economy in the border area of Sichuan, Yunnan and Guizhou, five cities in the border area of Sichuan, Yunnan and Guizhou should establish an effective mechanism for the cooperative development of health human resources, establish a predictive mechanism for health human resources, improve the training of health personnel and the mechanism for the introduction and flow of health personnel.
