甘肃省疾病预防控制系统慢性病防控基础配置能力评估

Assessment of Dasic Configuration Capacity for Chronic Diseases Prevention and Control of Disease Control System in Gansu

目的:调查甘肃省疾病预防控制系统慢性病防控基础配置能力现状。方法:通过调查问卷收集2013年、2017年全省疾病预防控制系统慢性病防控机构的基础配置数据。结果:甘肃省11.46%的慢性病防控机构设立了专门慢性病防控科/所;甘肃省慢性病防控经费在全省疾病预防控制系统总经费中占比为3.87%;人员配置中,专职慢性病防控人员占疾病预防控制系统总人数的比例在省级、市(州)级均低于5.00%,<30岁的慢性病防控人员比例低于20%, 89.94%的慢性病防控人员具有医学专业背景,市(州)、县(区)级慢性病防控人员职称结构中初级职称占比较高。结论:甘肃省疾病预防控制系统各级机构间慢性病防控基础配置能力不均衡、机构设置不健全、经费缺乏和人才队伍建设存在结构性问题。

OBJECTIVE Evaluation the basic configuration capacity for chronic disease prevention and control of disease control system in Gansu. METHODS The basic configuration data of the provincial chronic disease prevention and control institutions in2013 and 2017 were collected through the questionnaire. RESULTS The proportion of departments/institutes for the prevention and control of chronic diseases was 11.46%. Funds for chronic disease prevention and control in Gansu Province accounted for 3.87% of the total funds for the province’s disease prevention and control system. Among the personnel for chronic disease prevention and control, the proportion of full-time staff was less than 5.00% for chronic disease prevention and control at the provincial and municipal, and the proportion under 30 years old was less than 20%, 89.94% of the personnel had professional backgrounds of medicine,but the mainly of personnel for chronic disease prevention and control at the city and county(district) levels was junior. CONCLUSION The departments for chronic diseases prevention and control was unbalanced, the institutions were not perfect, and there was a lack of funding. Meanwhile, there were structural problems in the construction of talent teams.
