社会治理共同体是在党委领导下,政府、市场、社会等各种主体互动合作的社会治理形态。多方主体在搭建资源共享平台、畅通合作渠道、完善参与合作机制的过程中,秩序与活力的动态平衡逐渐成为社会治理共同体建设的本质要求与评价标准。为更好满足人们对美好生活的需要,我们要从价值维度、目标维度、方法论维度、实践维度入手,培育寓活力于秩序、用秩序促活力的社会治理模式,使社会治理共同体在运动、变化情况下保持秩序与活力的宏观平衡。社会治理共同体以人民性、发展性、整体性、协同性为评价标准,并把这些标准贯穿于社会治理全过程,促成秩序与活力的共融共生与动态平衡,不断完善社会治理体系,提高社会治理能力,逐步实现处于政府、市场、社会交汇点上"人"的共生共在。

Social governance community is a form of social governance in which the government,market and society interact and cooperate under the leadership of the Party Committee.In the process of building resource sharing platform,unblocking cooperation channels and improving participation-cooperation mechanism,the dynamic balance between order and vitality has become the essential requirement and evaluation standard of building social governance community.To better meet people’s desire for a better life,at the new development stage,from the dimension of value,target,methodology and practice,we are going to build a social governance model that combines order with vitality and promotes vitality with order,so that the social governance community will maintain macro balance between order and vitality in the face of movements and changes.Social governance community’s evaluation standard is about popularity,development,integration,collaboration.Social governance community should run through the whole process of social governance,emphasize the coexistence and dynamic balance of order and vitality,constantly improve the social governance system,enhance social governance capacity,and gradually realize the coexistence of “people”.
