摘要
各地市成立应急管理局后,应急管理跨部门协同效能有何新变化?本研究从价值理性和工具理性双重维度出发,构建起以领导能力、职责权限、奖惩手段、资源渠道、协同文化为基准的综合性理论分析框架。基于山东省W市的研究发现:各地成立应急管理局后,协同效能发生了如下重大变化:领导能力从纵向支配到横向联动、职责权限由政策指令到成文化限定、问责角色由问责主体到被问责对象、资源渠道由对称性到非对称性、内在驱动由威权压力到协同文化。在此叙事框架基础之上,把地方应急管理跨部门协同的应对作为诊断框架,进一步提出横向联动模式下跨部门协同的应对机制。
After the new round of institutional reform in 2018,how effective is the cross-sector collaboration of local emergency management?This research draws insights from both the value rationality and tool rationality,and builds a theoretical analysis framework based on leadership ability,responsibilities and powers,rewards and punishments,resource channels,and collaborative culture.Taking W City in Shandong Province as a typical case,it is found that after the establishment of emergency management departments in various regions,the following major changes have taken place:leadership has changed from vertical control to horizontal linkage,responsibilities and powers have changed from policy directives to cultural restrictions,the accountability role has changed from the accountable subject to the accountable object,and the resource channels have changed from symmetrical to asymmetrical,and the internal driving force has changed from authoritarian pressure to a collaborative culture.On the basis of this narrative framework,the cross-sector collaboration of local emergency management is used as a diagnostic framework,and countermeasures for the cross-sector collaboration under horizontal linkage are further proposed.
