我国《陆地国界法》制定和实施中的几个重要问题

Several Important Issues in the Formulation and Implementation of the Land Boundary Act of China

我国于2021年10月出台《陆地国界法》,该法将于2022年1月实施。它是我国第一部规范陆地国界事务的国家基本法,是一部宪法性法律,是中国特色社会主义法律体系的重要组成部分,有助于捍卫国家主权和领土完整,维护边界清晰稳定、边境安全秩序,增进与陆地邻国间的友好合作,服务国家陆海统筹、加快边疆发展、确保边疆巩固和推进“一带一路”建设等发展战略。我国在实施该法中应着力解决国家统一领导、陆地国界事务协调机制建设、加强边境安全管控、务实推进兴边富民等实际问题。

The Land Boundary Act of China was enacted in October 2021,which will come into effect in January 2022.It is the first national basic law regulating land border affairs in China,a constitutional law and an important part of the socialist legal system with Chinese characteristics.It contributes to safeguarding national sovereignty and territorial integrity,maintaining clear and stable boundaries and border security,enhancing friendly cooperation with neighboring countries.It also helps to serve a series of national development strategies,such as the coordination of land and marine planning,accelerating border development,ensuring border consolidation,and advancing the“Belt and Road Initiative”.In its implementation,China should focus on addressing some practical issues such as unified national leadership,construction of a coordination mechanism for land border affairs,strengthening border security management and control,and pragmatically promoting the prosperity of the border and the people.
