上海市某区“医政管理绩效考核评价体系(社区医院版)”浅析

Analysis of Shanghai Certain District Medical Administration Performance Assessment System(Community Hospital Edition)

目的:对改进上海市某区"医政管理绩效考核评价体系(社区医院版)"提出适当的建议。方法:使用单案例分析法,对上海市某区"医政管理绩效考核评价体系(社区医院版)"进行分析,分析其优点和不足之处,并给出适当的对策建议。结果:上海市某区"医政管理绩效考核评价体系(社区医院版)"各项指标有明确的目标值,解释清晰,赋分清楚,扣分点清晰,考评人员和被考核部门都能很好掌握。不足之处在于绩效考评指标体系设计简单、指标赋分平均化、实际参与人员主体性质欠客观。结论:一套优秀的绩效评估体系需要科学的方法和理论来指导指标体系的建立与合理的赋分,同时还需要根据实际考评结果进行数据分析,并适时调整、改进原有的评估体系。

OBJECTIVE Proper suggestions were provided to improve the performance appraisal system of medical administration management in a certain district of Shanghai(community hospital version).METHODS With single case analysis method,it analyzes Medical Administration Performance Assessment System in a certain district of Shanghai(Community Hospital 2016 Edition) and its advantages and disadvantages and puts forward appropriate countermeasures and suggestions.RESULTS The performance evaluation system of medical administration management in a certain district of Shanghai(community hospital version) had clear target value,clear explanation,clear assigning points and clear deduction points,which could be well grasped by both the evaluators and the assessed departments.The shortcoming lied in the simple design of the performance evaluation index system,the average score of the index,and the objective nature of the actual participants.CONCLUSION A set of excellent performance evaluation system needed scientific methods and theories to guide the establishment of the index system and reasonable assigning points.At the same time,it also needed to conduct data analysis according to the actual evaluation results,and timely adjust and improve the original evaluation system.
