摘要
2021年9月15日,美英澳发表首脑联合声明,宣布建立升级版三边安全伙伴关系,计划在防务安全相关的多个领域开展合作,其中包括美英支持澳大利亚获得核动力潜艇。此项合作利用了《不扩散核武器条约》的漏洞,有可能造成核材料、核技术的扩散,甚至可能推动核动力潜艇的进一步扩散。该项合作表明美国在防扩散问题上持有多重标准,其地缘安全考虑超过了对核扩散的担忧。美英澳潜艇合作是美国战略重心转移的具体体现,也是拜登政府重构同盟关系的重要尝试。从"重返亚太"到"亚太再平衡",再到所谓"印太战略",美国逐步完成战略重心的转移,并调整其军事战略,美澳防务合作因此不断加强。美英澳核潜艇合作虽然仍充满不确定性,但必定将在多个方面影响亚太地区的战略图景,防扩散前景堪忧,区域政治开始呈现集团化对抗的趋势。
On September 15, 2021, the Joint Leaders Statement on AUKUS announced the creation of an enhanced trilateral security partnership among United States, United Kingdom, and Australia, and they plan to cooperate and coordinate over a variety of defense areas with the development of nuclear-powered submarines for Australia as one of those joint endeavors. AUKUS is a manifestation of American strategic shift from the Atlantic to the Indo-Pacific, and its adjustment of military strategy in this region. There certainly exist uncertainties in the negotiation and implementation of the submarine deal, however, AUKUS is bound to shape the strategic landscape in the region for the coming years, including the worrisome prospect for nonproliferation, and the deteriorating security situation in the Asia Pacific region.
