中西部高校集群发展的现实困境与路径优化

The Realistic Dilemma and Path Optimization of Cluster Development of Universities in Central and Western China

高校集群发展是实现中西部高等教育振兴的重要突破口,不仅有助于中西部高校的人才培养和学术创新,而且对于中西部经济社会发展具有直接的推动作用。然而,当前中西部高校集群发展还面临战略意识较为薄弱、优质资源相对缺乏、结构布局不尽合理、开放水平有待加强等现实问题,因此,中西部高校集群发展需要遵循“政府主导、政策驱动”的发展逻辑,优化“科学定位、特色发展”的结构布局,创新“多元协同、深度融合”的发展机制,构建“对外开放、双向循环”的发展模式。

The cluster development of universities is an important breakthrough to realize the revitalization of higher education in central and western regions,which not only contributes to the talent cultivation and academic innovation in central and western universities,but also plays a direct role in promoting the economic and social development in central and western regions.However,at present,the cluster development of universities in central and western China is faced with such practical problems as the weak strategic awareness,the relative shortage of high-quality resources,the unreasonable structure layout,and the need to strengthen the level of opening-up.Therefore,the cluster development of universities in central and western China should follow the development logic of“government-led and policy-driven”,optimize the structural layout of“scientific positioning and characteristic development”,innovate the development mechanism of“multiple coordination and deep integration”,and construct the development mode of“opening to the outside world and dual circulation”.
