HAF003核安全质量保证体系运行效能综合评价研究

Research on Comprehensive Evaluation of Operation Performance for HAF003 Nuclear Quality Assurance System

核电设备设计和制造单位在《民用核安全设备设计制造安装和无损检验监督管理规定》(HAF601)取证后,须按照《核电厂质量保证安全规定》(HAF003)建立质量保证体系,本文主要阐述如何对核电持证单位的HAF003体系运行情况进行评价。首先,将HAF003运行系统视为灰色系统,基于HAF003体系的12个管理要素选择35个评价指标,并以此为基础构建评价模型;其次,通过组合数加权法(COWA)对模型中各指标进行赋权;最后,通过问卷方式确定该系统中各灰类分布的状态,在传统三角白化权函数的基础上,构建正态分布白化权函数并运用于灰色聚类分析中。将上述方法应用于某核电设备持证单位HAF003体系中运行并评价,根据得分结果指出该持证单位在HAF003体系运行过程中的薄弱点,提出改进建议。该研究方法既为灰色聚类法理论提供了新思路,又为HAF003体系运行情况评价提供了新方法。

After obtaining HAF601 license,nuclear power equipment design and manufacturing enterprises have to establish a quality assurance system in accordance with HAF003. This paper mainly describes how to evaluate the operation state of HAF003 system of a nuclear power equipment design and manufacturing enterprises. The HAF003 operation system is regarded as a gray system. Firstly,35 evaluation indexes are selected based on 12 management elements of HAF003 system,and an evaluation model is constructed on this basis. Secondly,the weights of each index in the model are given by the Combination Ordered Weighted Averaging(COWA)method. Finally,the distribution status of each gray class in the system was determined by questionnaire. Based on the traditional triangular whitening weight function,the normal distribution whitening weight function was constructed and applied to the grey clustering analysis. The above method is applied to the operation evaluation of HAF003 system of a license-holding company of nuclear power equipment,and the weak points of the license-holding unit in the operation process of HAF003 system are pointed out according to the scoring results,and suggestions for improvement are put forward. This method not only provides a new idea for the grey clustering theory,but also provides a new method for the operation state evaluation for the HAF003 system.
