Application Codes and Discipline Layout of NSFC’s Management Science and Engineering:Towards Fundamental Theory and Times Transformation

国家自然科学基金深化改革的三大核心任务之一是"优化学科布局",其工作重点之一是建立符合知识体系内在逻辑和结构、可促进知识层次与应用领域相统一的项目申请代码体系。目前,管理科学与工程学科(G01)申请代码调整工作已经完成,并在2021年基金申请和资助工作中开始使用。本文详细介绍了G01学科申请代码调整的思路和具体工作,首先分析了原有申请代码的逻辑体系及主要问题,进而明确了代码调整的工作原则与工作方案,然后基于2017~2019年G01申请项目数据、2010~2019年G01资助项目数据、2010~2019年G01学科领域的代表性国际学术期刊文献数据,对学科领域分布特点以及研究热点演变趋势进行了系统全面的分析,由此确定了申请代码初步调整方案,并对其进行了广泛专家调研和多次学部协调,最终形成2021版管理科学与工程学科新申请代码。新申请代码体现了管理科学与工程学科侧重基础理论和方法的特点,并突出了时代变革下的学科发展需求,希望新申请代码在适应学科快速发展的同时,能够带动新兴领域的快速成长,促进学科交叉,拓展学科边界,丰富学科知识。

"Discipline layout optimization"is one of the three key reform tasks of the National Natural Science Foundation of China(NSFC).Building the discipline application code system which can be in accord with the intermal logic and structurc of knowlcdgc and promotc the unific ation of knorlcdgc and application is onc of thc kcy works of the disci pline layout optimization.The application code adjustment of the management science and engineering(C01)discipline(under the Department of Management Sciences)has been completed and the new application code system has been used in the funding work since 2021.This paper presents the idea and work of G01 discipline application code adjustment in detail.We first analyzed the logical structure and current issues of the original application codes,which determined the work principles and work plan.Then we derived the discipline distribution characteristics,emerging new fields,and evolution trend of management science and engineering from the data of applications and funded projects during 2017 to 2019,as well as the literature published in selected representative international journals during 2010 to 2019,based on which we built a preliminary version of adjusted application codes.Then,we carried out a series of expert consulting events and had several rounds of discussion within the Department of Management Sciences on the basis of the preliminary version,and finalized the new version of the application codes for the management science and engineering diseipline(2021 Edition).The new application code system displays the features of emphasizing fundamental theories and methods of this discipline,and highlights the development needs un-der the times transformation.We hope that the new application code system can stimulate the rapid growth of emerging fields,promote discipline integrations,expand discipline boundaries,and enrich discipline knowledge.
