实现共同富裕不仅是经济问题,而且是关系党的执政根基和民心所向的重大政治问题。中国经济转型中居民收入差距持续扩大乃至贫富两极分化的原因是多方面的,包括市场经济秩序的失序和漏洞,非公有制经济发展中阶段性的“野蛮生长”,区域经济发展的不平衡,经济改革的不完善,经济发展战略和政策的地区倾斜,收入分配体制的不健全等问题。因此,需以共同富裕愿景为“目标导向”,结合“问题导向”,从全局出发,综合考虑,系统设计,精准施策,坚持稳中求进的工作总基调,通过公开、透明、市场化、法治化改革,构建初次(一次)分配、再(二次)分配、三次分配协调配套的基础性制度安排,适时制定出台有效的收入分配与再分配政策,以抑制收入差距扩大的趋势,加快推进由“先富”向“共富”的战略转换。

Realizing common prosperity is not only an economic issue,but also a major political issue related to the ruling foundation of the Party and the aspirations of the people.During China’s economic transformation,there are many reasons for the continuous widening of residents’ income gap and even the polarization between the rich and the poor,including the disorder and loopholes of the market economy,the phased "savage growth" in the development of non-public economy,the imbalance of regional economic development,the imperfection of economic reform,and preferential economic development strategies and policies for certain regions,and the deficient income distribution system.Therefore,it is necessary to take the vision of common prosperity as the "goal orientation",and combined with the "problem orientation",proceed from the overall situation,comprehensively consider,systematically design,accurately implement policies,adhere to the keynote of seeking progress while ensuring stability,build a basic institutional arrangement suitable for the coordination of primary distribution,secondary distribution and tertiary distribution through an open,transparent,market-oriented and rule of law reform,timely formulate and issue effective income distribution and redistribution policies to curb the trend of widening income gap and accelerate the strategic transformation from "let some people get rich first" to "let all people get rich together".
