Centennial Review and Prospect of the Construction of Inner-Party Regulation System

如期形成比较完善的党内法规体系,是党和国家事业取得的历史性成就,也是党内法规建设的重要里程碑。从制定第一部党内法规到确立党内法规概念、提出党内法规制度体系建设目标、如期形成党内法规体系,党内法规制度建设走过了百年历程。站在新的历史起点,不断发展和完善党内法规体系,既要创新党内法规立法机制,统筹推进党内法规的立改废释,加强党内法规实施体系和监督保障体系建设,促进党内法规体系内部的统一有序和协调完备;又要以“宪法为上”为党内法规体系与国家法律体系衔接协调的基准,改革和创新衔接协调机制,推进党内法规体系与国家法律体系的紧密衔接,坚持全面依法治国与全面从严治党的辩证统一。

The formation of a relatively perfect system of inner-Party regulations on schedule is not only a historic achievement of the cause of the Party and the state,but also a milestone in the construction of inner-Party regulations.The inner-Party regulation system has gone through a 100-year history from formulating the first inner-Party regulation to establishing the concept of inner-Party regulation,putting forward the objectives of building an inner-Party regulation system,and forming the inner-Party regulation system as scheduled.Standing at a new historical starting point,in order to constantly develop and improve the inner-Party regulation system,we should not only innovate the legislative mechanism for inner-Party regulations,comprehensively promote the adoption,revision,abolition and interpretation of inner-Party regulations,strengthen the construction of inner-Party regulation implementation system and supervision and guarantee system,and promote the unity,order,coordination and completeness of the inner-Party regulation system;we should also take "constitution first" as the premise for the connection and coordination between the inner-Party regulation system and the national legal system,reform and innovate the connection and coordination mechanism for them,promote their close connection and adhere to the dialectical unity of the law-based governance of China and all-round strengthening of the Party self-conduct.
