乡村振兴战略下粤西农村社区基层党组织建设研究——基于情感的治理视角

Research on Grass-root Party Organization Construction in Rural Communities in the Western Guangdong under the Rural Revitalization Strategy-Based on the Perspective of Emotion Governnce

情感治理作为一种“柔性”治理工具,近年来被广泛应用于乡村治理中。乡村振兴背景下,农村基层党组织发挥情感治理优势能有效深入了解群众、影响群众、动员群众参与到乡村治理中来。采用文献研究与实地调研法,基于情感治理视角从粤西地区农村社区基层党组织建设中的实际问题出发,着重从主体、受体、外部环境和理论与实践层面探究粤西农村社区情感治理实施过程中遇到的困境与难题,并努力从多角度探寻情感治理路径优化策略,旨在促进情感治理在农村基层党组织建设中的作用及其对规则治理的补充,推进粤西农村基层党组织发展与乡村振兴战略实施。

In recent years,emotional governance,as a kind of flexible governing tools,has been widely used in rural governance,bridging the gap between the party and the masses resulted from the governance by rules.In the context of rural revitalization,takingthe advantage of emotional governanceby the grass-root party organizations can makes the organizations effectively deeply understand the masses,affect the masses and call up the masses to participate in the rural governance.By using the method of literature review and field investigation,based on the perspective of emotional governance,considering the real problems in the governance of the grass-root party organizations in the western Guangdong,this paper,focusing on the subject,receptor,external environment and the level of theory and practice,makes an analysis of the dilemmas and difficulties arising from the implementation of emotional governance in the rural communities in the western Guangdong.Meanwhile,it tries its best to explore the optimizing strategy of emotional governance,the purpose of which is to improve the effect of emotional governance of the grass-root party organizations in the western Guangdong and the effect of supplement of governance by rules and to push the development of the grass-root party organizations in the western Guangdong and the process of implementing the rural revitalization strategy.
